Hailuoto Causeway
The plan is to build a causeway between Riutunkari in Oulu and Huikku on Hailuoto Island. The causeway will replace the current ferry service. The causeway will be approximately 8.4 kilometres long, and it will consist of a road running on top of an embankment and long bridges in Huikku and Riutunkari.

Luumäki-Imatra railway project
A double-track railway is being built on the line Joutseno–Imatra, replacing the current single-track railway. The current track on the line Luumäki–Joutseno is also being improved. The project also comprises renovations to reduce the maintenance backlog on the Saimaa Canal Railway Bridge, the Mansikkakoski Railway Bridge and the underpass on the old Main Road 6.

Development projects for border crossing points
The Finnish Transport Infrastructure Agency acts as a coordinator in six infrastructure development projects at the border crossing points of Raja-Jooseppi, Vartius, Parikkala, Imatra, Vainikkala and Vaalimaa funded jointly by the European Union and Finland. The projects will be implemented between 2019 and 2022.

Decision-making requires an open knowledge base that is of high-quality and can be used as a basis for comparisons. Impacts are assessed and costs are calculated so that the impacts of transport infrastructure management would be known in advance. In 2022, the Finnish Transport Infrastructure Agency took a leap forward in the calculation of costs and climate impacts of infrastructure construction.

Project part calculation, the latest service of the cost accounting system for infrastructure projects, was presented in November. Project part calculation makes the cost impacts of planning solutions transparent.

“In IHKU, every effort has been made to ensure easy cost accounting. In project part calculation, too, the first cost estimate can already be produced with very limited source data and the list of structural components can be reviewed alongside this cost estimate. In this version, project part calculation can be used to calculate such matters as the costs of a new street, road, bridge or railway line or landscaping work,” explains Ari Huomo, Development Manager at the Finnish Transport Infrastructure Agency.

Emissions database supports the efforts to reduce carbon footprint of infrastructure construction

The emissions database, which will be published on 9 December 2022, will give everyone open and free access to information about the carbon emissions generated by the products and materials commonly used in infrastructure construction.

“Emissions data will be utilised in the project planning phase when the impacts and profitability of the investment are evaluated. The emissions can be calculated for the whole life cycle of the of the road, railway or waterway,” explains Karoliina Saarniaho, Environmental Specialist at the Finnish Transport Infrastructure Agency.

“In addition to the emissions database, we have also developed an assessment method to ensure comparable and uniform calculations. The method can also be used in the assessment of environmental impacts and it supports the efforts to achieve low-carbon infrastructure construction in the public sector.”
