Transport infrastructure maintenance backlog
Maintenance backlog refers to the total costs for the repair of state-owned roads, railways and waterways that are in poor condition, i.e. in need of repair. The maintenance backlog calculation has been updated annually since 2016, and the backlog’s trend has been an upward one since then.
At the beginning of 2025, the maintenance backlog for transport infrastructure assets was approximately EUR 4,175 million. Of the maintenance backlog, EUR 2,562 million (61.4%) accounts for maintenance required by the road network, EUR 1,583 million (37.9%) for maintenance required by the railway network and EUR 29 million (0.7%) for maintenance required by waterways.
Development of maintenance backlog
Overall, the maintenance backlog is expected to increase by approximately 3.4 per cent in 2025, or by approximately EUR 140 million, which means that at the end of the year, the maintenance backlog will amount to EUR 4,315 million. In other words, the maintenance backlog’s growing trend in set to continue.
Maintenance backlog calculation model will evolve as the knowledge base improves
The amount of transport infrastructure assets and their actual condition are based on data collected by the Finnish Transport Infrastructure Agency. The need for maintenance is mainly determined on the basis of actual condition and condition criteria. Selected measures and their costs are based on the current maintenance practice of the Finnish Transport Infrastructure Agency.
The unit prices of repairs used in the calculation are line with level of costs in 2023. The calculation model for the maintenance backlog will be developed as the knowledge base of different asset types improves.
