In its role as the transport infrastructure manager, the Finnish Transport Infrastructure Agency is responsible for maintaining and developing the service level of roads, railways and waterways on transport routes controlled by the state. Pursuant to the Act on the Finnish Transport Infrastructure Agency, FTIA promotes the functioning of the transport network, automation, traffic safety, sustainable development as part of the transport system as a whole, and the operating prerequisites and balanced development of the regions as well as trade and industry. FTIA maintains and develops well-functioning and safe transport connections required to meet mobility and transport needs, promoting sustainable development and securing the service level of the transport network.

The Finnish Transport Infrastructure Agency's operations are also guided by the national 12-year Transport System Plan. The three objectives set in the Transport System Plan completed in 2021 are accessibility, sustainability and efficiency. These objectives are parallel and seek to mitigate climate change.

In the Finnish Transport Infrastructure Agency's operations, infrastructure construction projects and maintenance commissioned by FTIA have a particularly large carbon footprint. An effort is made to address climate and sustainable development objectives through FTIA’s procurements. 

Finding adequate and effective measures for managing largescale transport infrastructure assets and responding to users' needs is a key challenge.
