A circular economy plan as part of road and railway planning
On 1 February 2025, the Finnish Transport Infrastructure Agency introduced content and preparation guidelines for a circular economy plan.
The guidelines will steer the circular economy planning of road and rail projects. The aim is to ensure systematic and timely consideration of the circular economy in planning.
A circular economy plan is drawn up for all projects that include a project evaluation and for other projects that include significant use or processing of soil and rock materials. The first version of the circular economy plan must be prepared during the project’s preliminary study and/or general plan stage. If no preliminary study or general plan is prepared for the project, the measures that this guideline indicates be implemented at this planning stage will be moved to the road and railway plan phase.
