Planning programme

The planning programme summarises the railway and waterway planning work carried out at the Finnish Transport Infrastructure Agency and the major projects planned for the state-owned road network by the Finnish Transport Infrastructure Agency and Economic Development Centres.

As part of the implementation of the National Transport System Plan (Transport 12 plan), the Finnish Transport Infrastructure Agency has compiled a planning programme for 2026–2029. The planning programme has been prepared in parallel with the work to update the Transport 12 plan.

The planning programme is based on the existing plan resources. The purpose of promoting new planning areas is to develop the quality of the planning resources to an appropriate level. The planning areas selected for the planning programme have been prioritised based on their impact. The selection criteria are based on the objectives set out in the Transport 12 plan: functionality, safety and sustainability, as well as whether the need for planning is otherwise particularly acute or critical.

The planning programme includes, among other things, large and network-relevant pre-planning areas to chart out future planning and investment needs, as well as project planning for potential future investment targets. Targets that have received separate funding in the budget approved by the Parliament are not included in the planning programme decided on by the Finnish Transport Infrastructure Agency, but are presented here due to their significance and scope.

The planning programme is prepared annually as based on the planning needs of the Economic Development Centres and the Finnish Transport Infrastructure Agency, taking into account any changes in the operating environment and client needs. The responsibility for coordinating the preparation of the programme lies with the Finnish Transport Infrastructure Agency.
