Digiroad is undergoing a thorough renewal: legislative reform modernises the service, interfaces, and processes

With the entry into force of the new law, Digiroad was transferred from the Finnish Transport Infrastructure Agency (Väylävirasto) to Fintraffic on 1 January 2026.
The planning and implementation of the system replacing Digiroad (Digitraffic Road Network) began in January, and this will also bring updates to service processes, data models, applications, and interfaces.
The processes for managing road and street network data will change significantly as the responsibility for reporting and maintaining the data shifts to the data owners.
The new system is planned to be deployed into production by the end of 2026. All stop data will be transferred from Digiroad to Fintraffic’s Stop and Accessibility Database (PETI system) already by spring, no later than 30 April 2026.
Changes will be implemented in phases, and the most up‑to‑date information will be published through Digiroad’s communication channels.

The service reform is based on new legislation

Digiroad was transferred to Fintraffic when the new law entered into force. The Act on Digital Information Services for the Transport System (992/2025), based on the EU RTTI Regulation, strengthens the foundation of data management across the entire transport system. It brings together key transport data services and improves their quality, consistency, availability, and usability—from travel chains to traffic safety. The data can be used in, for example, navigation systems and journey planners.

Responsibility of the data holder becomes more prominent

The new law establishes that the data holder is responsible for providing the data and ensuring its accuracy and timeliness. In the future, responsibility for maintaining and delivering the data will lie more strongly with municipalities and other data providers. The Digiroad operator will no longer process data on behalf of data owners.

Data models and interfaces will be renewed at the end of the year

As part of the reform, Digiroad’s data models, interfaces, and application will be updated. The VYYTI form will continue to be used during this year, with a replacement solution to be built later. The new system’s data model will be based on the EU RTTI regulation. Interface and data model descriptions (Datex II) will be provided as soon as they are completed.

Stop data will be transferred from Digiroad to the new stop and accessibility database in spring 2026

According to the new legislation, the management and interface usage of stop data for all modes of transport will gradually be transferred to the new Stop and Accessibility Database (PETI). PETI will become the national master database for stop data.

The use of PETI identifiers and the publication of stop data, for example as part of travel information, will be mandatory for all operators.

Municipal street project notifications

The submission of street project notifications to Digiroad ended on 1 January 2026. The National Land Survey of Finland is examining whether it could offer its own solution to meet municipal needs in the future.

Municipal maintenance reports

The submission of municipal maintenance reports in their current form ended on 1 January 2026. Future data quality assurance practices are being prepared as part of the system renewal.
