Introduction
The Finnish Transport Infrastructure Agency (FTIA) is an expert organisation of around 480 specialists. It focuses on the planning, development and maintenance of road, rail and maritime transport networks and on coordinating transport and land use. In addition, the Finnish Transport Infrastructure Agency is responsible for organising traffic control and winter navigation.
The Finnish Transport Infrastructure Agency maintains the service level of transport, promoting well-being, competitiveness, security of supply and sustainable growth in Finnish society. The FTIA’s mission is to respond effectively and responsibly to customer needs stemming from changes in mobility, to underpin growth in society by maintaining safe and well-functioning infrastructure, and to contribute to promoting infrastructure sector development and responsible construction.
The Sustainability Report for 2024 is the Finnish Transport Infrastructure Agency’s fourth report of this kind. The report is based on the guidelines on sustainability reporting in central government updated by the State Treasury in December 2024.
Operational sustainability objectives
The Finnish Transport Infrastructure Agency’s sustainability report was drawn up following the State Treasury’s guidelines and using the UN Sustainable Development Goals (SDGs) as a frame of reference.
For the basis of the Sustainability Report for 2024, the Finnish Transport Infrastructure Agency’s management group identified three UN Sustainable Development Goals to whose achievement the FTIA can particularly contribute through its work:
Build sustainable infrastructure and promote sustainable industry and innovation
Take urgent action to tackle climate change and its impacts
Guarantee good health and well-being for people of all ages
Additionally, the following targets were identified:
Develop quality, reliable and sustainable infrastructure
Upgrade infrastructure to make it sustainable, with greater adoption of clean and environmentally sound technologies
Strengthen resilience and adaptive capacity to climate-related hazards and natural disasters
Integrate climate change measures into national policies, strategies and planning
By 2030, halve the number of deaths and injuries from road traffic accidents.
These goals and targets are closely linked to the Finnish Transport Infrastructure Agency’ remit, and promoting their achievement is part of the FTIA's core mission.
Finnish Transport Infrastructure Agency Strategy
Multi-annual indicators that extend further into the future have already been set for many of the sustainability goals identified by the Finnish Transport Infrastructure Agency. The sustainability work is also closely linked to the FTIA’s strategy updated in 2024, which is based on the Government Programme, the strategy of the administrative sector, societal impact targets and changes in the operating environment.
Key changes in the operating environment behind updating the strategy were changing customer needs, an increasingly tense security environment, more diverse environmental perspectives and increasing expectations for the economic efficiency and sustainability of the operations. The FTIA wanted to leverage the expertise of its personnel by using the service design approach. The personnel participated in updating the strategy by means such as responding to surveys on the development needs of the activities, changes in the operating environment related to the FTIA’s remit or their own work. Later, they responded to surveys on putting the strategy into specific terms and its implementation. The values of the FTIA were also updated based on online workshops aimed at all personnel.
