The Finnish Transport Infrastructure Agency (FTIA) is a central government agency that operates in the administrative branch of the Ministry of Transport and Communications. In its role as the transport infrastructure manager, FTIA is responsible for maintaining and developing the service level of roads, railways and waterways on traffic routes controlled by the central government. Through its work, FTIA promotes the functioning of the transport network, automation, traffic safety, sustainable development as part of the transport system as a whole, and the operating prerequisites and balanced development of the regions as well as trade and industry.

The Finnish Transport Infrastructure Agency complies with the State Treasury's guidelines in its reporting. The FTIA’s management has analysed the UN Sustainable Development Goals and identified for the basis of its sustainability reporting three of these goals, to the achievement of which the FTIA can particularly contribute through its work:

• Build sustainable infrastructure and promote sustainable industry and innovation
• Take urgent action to tackle climate change and its impacts
• Guarantee good health and well-being for people of all ages.

Our sustainability work is closely linked to the objectives set for the societal impact of the transport administration and the FTIA for 2024–2027:

• Digitalisation and the data economy create sustainable growth and strengthen the high-trust society
• The future transport system will be safe, knowledge-based and sustainable
• Data-based transport services are efficient and meet customer needs
• Digital connections and the transport network improve Finland’s competitiveness and international accessibility

In addition, an obligation to reduce transport emissions has been laid down in the Act on the Finnish Transport Infrastructure Agency and, as a requirement applicable to road maintenance, in the Highways Act.

This Sustainability Report describes the impacts of the Finnish Transport Infrastructure Agency’s work on its operating environment and presents various measures for influencing the footprint of its operations. Among other things, these measures pertain to procurement as well as efforts to reduce emissions from construction and transport infrastructure management and to improve the personnel’s well-being and competence.

The Finnish Transport Infrastructure Agency’s measures aiming to promote sustainability include improving the transport system’s energy efficiency and increasing the attractiveness of sustainable mobility as well as maintaining and improving the safety, functioning and accessibility of the transport system. They are also aimed at promoting low-carbon solutions and the climate resilience of transport infrastructure projects and transport infrastructure management in a resource-wise and life-cycle-efficient manner. Key challenges include:

• Finding adequate and effective measures for managing extensive transport infrastructure assets and responding to users’ needs
• Climate change mitigation and adaptation in transport infrastructure management and mobility alike
• Improving road safety
• Preventing hazards and safeguarding biodiversity by the means available for the infrastructure manager.
